The Committee previously held public hearings on Senate bills that are
substantially similar to House bills as noted.  Please focus your testimony
on the differences, if any, between the House and Senate measures
indentified below.

HB 101 HD1       RELATING TO BUY BACK OF EMPLOYEES'             CPN, WAM
                 RETIREMENT SYSTEM MEMBERSHIP SERVICE CREDIT
                 Allows a retired ERS member who was on temporary loan to
                 the civilian defense agency in 1942 for fingerprint
                 classification to buy back membership service credit at
                 the rate of compensation before retirement and application
                 before 12/31/97.  (HB101 HD1) (YOSHINAGA (BR))

HB 564 HD2       RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM   CPN, WAM
                 Establishes a rate of one and one-fourth per cent for each
                 year of credited membership service for qualifying members
                 of the employees' retirement system (ERS), whether
                 noncontributory or contributory, to receive military
                 service credit at no cost.  Allows qualifying ERS members
                 to purchase additional service credits at specified rates.
                 Enables ERS members to receive a refund for lump sum
                 payments or additional deductions from their compensation
                 to obtain membership service credit for active military

HB 1871          RELATING TO HAWAII PUBLIC EMPLOYEES HEALTH FUND CPN, WAM
                 Empowers the board of the public employees health fund to
                 annually audit health benefits plans offered by employee
                 organizations. (SAY / OSHIRO, M. / SUZUKI / CASE /
                 YONAMINE / CACHOLA / GARCIA / ARAKAKI / HIRAKI / ABINSAY /

HB 2445          RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND   CPN, WAM
(SB 2786)           Permits the Health Fund to return the employees' share of
                 insurance carrier refunds to beneficiaries based on their
                 years of benefit plan participation.  (SAY (BR))

HB 2446          RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM   CPN, WAM
(SB 2787)           Sets forth revised application procedures for service -
                 connected accidental death benefits.  (SAY (BR))

HB 1906 HD1      RELATING TO LICENSING OF PSYCHOLOGISTS              CPN
                 Sets American Psychological Association standards for the
                 doctoral degree and internship. (HB1906 HD1)  (KAHIKINA;
                 Arakaki, Lee, Leong, McDermott, Morihara, Santiago,
                 Yamane)

HB 1933 HD1      RELATING TO UNLICENSED CONTRACTORS             CPN, JDC
(Sim. to SB 2467)   Provides for forfeiture of the tools, implements,
                 armamentriums, documents, materials, and other property
                 that is the proceeds of, or is owned or used in unlicensed
                 contracting.  Requires unlicensed contractors to reimburse
                 moneys paid by consumers.  (HB1933 HD1)  (MENOR (BR))

HB 2469 HD1      RELATING TO SUBPOENAS ISSUED BY THE            CPN, JDC
(SB 2810)        DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS
                 Amends powers of STW Executive Council; appropriates funds
                 for Council.  (SD2) (SAY (BR))

HB 2891 HD1      RELATING TO COMBATIVE SPORTS                   CPN, JDC
                 Prohibits persons from holding, promoting, advancing,
                 profiting from, or participating in a combative sport.
                 Civil and criminal penalties are provided. (HB2891 HD1)

committee clerk, Room 202, State Capitol, 24 hours prior to the hearing.
Testimony may also be faxed if less than 5 pages in length, to the Senate
Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free for
neighbor islands), at least 24 hours prior to the hearing.  When faxing,
please indicate to whom the testimony is being submitted, the date and time
of the hearing, and the required number of copies needed for submittal.

 
If you require special assistance or auxiliary aids or services to
participate in the public hearing process (i.e., sign language interpreter,
wheelchair accessibility, or parking designated for the disabled), please
contact the committee clerk 24 hours prior to the hearing so arrangements
can be made.
